Sybase 15.0.2 - not coming to ONLINE

Good day.
This is Hari from The Jeypore Sugars,Chennai.India . We recently
bought Sybase ASE 15.0.2

We have installed the Sybase ASE 15.0.2 on Win2003 Server. Previously
we have Sybase ASE 11.9.2 from NT . The dump from the old ver is being
loaded onto the New Sybase 15.0.2 the dump is fully loaded and not
coming to ONLINE.
Before taking the dump on the old backup server we have done the
following steps on the 11.9.2 server as per sybook .

use master

sp_dboption test_db ,'single user', true

use test_db
go
checkpoint
go
sp_flushstats
go
use test_db
go
checkpoint
go
dbcc checkalloc

dbcc checkcatalog

I also check all table with dbcc checktable
After this Query we take dump from old Sybase 11.9.2.

When we load in Sybase 15 is OK, but not coming to ONLINE. I also
attached log file too..

How to Solve this problem. Please kindly advise us accordingly to
connect to the Database Online.

Note:We have 4 database,2 database is loaded fine in Sybase 15.0.2 but
tow saying this error.
